Name the seven (7) exemptions, provide a description of the exemption, and discuss your view on whether exemptions to full and open competition should be allowed when using taxpayer dollars to procure supplies and services for the federal government.

Week 2: Developing Procurement Strategy
The Acquisition Strategy describes the plan to achieve program execution and programmatic goals across the entire program life cycle and summarizes the overall approach to acquiring the capability (to include the program schedule, structure, risks, funding, and the business strategy). The Strategy should contain sufficient detail to allow senior leadership to assess whether the strategy makes good business sense, effectively implements laws and policies, and reflects management’s priorities. Once approved, the Acquisition Strategy provides a basis for more detailed planning. The strategy evolves over time and should continuously reflect the current status and desired goals of the program.
Competition can be categorized in three ways, in accordance with FAR Part 6, Competition Requirements:
1. Full and Open Competition: All responsible sources can compete.
2. Full and Open Competition After Exclusion of Sources: The acquisition is reserved for competition among a specific type of business concern.
3. Other Than Full and Open Competition: Sources are limited based on one of the seven reasons listed at FAR 6.302. This generally requires a justification and approval (J&A) in accordance with FAR 6.303 and 6.304.
