For this assignment, you will choose a global metropolitan area and
(a) provide a brief research-based summary of its demographic characteristics, governance structures, and planning
(b) interpret these in light of the perspectives on metropolitan planning and governance discussed in this course.
Pick a metropolitan area anywhere in the world except Toronto. Your paper must analyze the area by doing the following:
Define the metropolitan area and its boundaries. The definition should be backed up by evidence such as planning documents, Census designations, or research.
Describe the region, including:
Its demographics—in absolute terms and relative to the country it is in.
Its economy—what drives its economic growth. It’s position in the global economy and, if relevant, its relationship with other regions and major world cities.
Describe the region’s institutional governance arrangements, such as:
The role of national, subnational (province/state), regional, and local governments and agencies in delivering services and planning. Identify where power to make decisions rests, and the extent to which that power is concentrated in one particular authority or position or spread out, and if applicable the level of fragmentation at the local level.
Identify the most important special purpose bodies for planning and service delivery, if applicable.
Analyze the region using secondary sources (academic and government research papers on the topic). You can do this by answering one of the following questions:
Does the region’s governance structure help or hurt its growth?
Does the region’s governance structure help or hurt its ability to equitably deliver services?
If there is something unique or distinctive about how the region’s governance is structured, why or how did that come to be?
Apply a theory from the class to the region, i.e. “Does L.A. prove Tiebout is right?”
The paper structure is yours to choose, and will be evaluated based on how it helps you craft an effective and compelling essay. You may also selectively leave out answers to some of the sub-points listed above if they are not applicable to your argument or findings. The goal is a cohesive essay with a clear point and original thinking.
