First, Hobbes would argue that the monarchy form of government is the most effective form of governing a people. While Mill and Christiano argue that the representative government, by which the people choose individuals to represent their area, is the most effective form of governing. Hobbes argues that to have an effective government, they must have absolute authority and power. In other words, the power of the higher authority must not be split and spread, rather it needs to be under one form for it to be successful. In fact, Hobbes specifically chooses only three forms of absolute authority that must be followed to become an effective government for its people. The three forms he explains are “by one, by more than one, but less than all, or by all” (Hobbes). Through Hobbes’s perspective of monarchy and its absolute authority over its people, he labeled this as the social contract theory. Hobbes distrusts democracy and any other form of representative government. Hobbes believes that a diverse form of government representing the people is the source of the issues for common people and their daily lives. To go in further depth, Hobbes even claims that under democratic rule, the representatives and its citizens will choose to follow their own personal benefit at the cost of the public interest, which would occur in the exact opposite under a monarchy rule that will only look for the entire public interest.
Mills and Christiano, on the other hand, have very similar views. They strongly believe that representative government is the proper form of governing and authority for the people. Mills and Christiano believe that in a monarchy, there is a risk for corruption and the rule becomes a dictatorship. They mention that social liberty is protection from “the tyranny of political rulers”. Therefore, they would refute his argument of the citizens looks for their personal interest by revealing the risks of the monarchy government leading to a dictatorship that limits everyone’s freedom. Mills further argues that a government by which the people are involved, even if it is the smallest actions, can make a change for the better. Christiano further states that in a democracy, the people are able to pursue their interests, which is their right. However, in the democracy he is looking at, the people must approach their interests equally, which could only occur in a democracy.
